The New Enforcers: The College Sports Commission, MMR Titans, and the Battle for Oversight

Backed by a multi-million-dollar operational framework funded by major conferences as part of the House v. NCAA settlement, the College Sports Commission (CSC) is tasked with bringing order to a world of revenue sharing and third-party influence. While the Big 12 conference has moved to sign the CSC oversight agreement, the SEC and Big Ten have emerged as key obstacles to a fully unified agreement. While playing a role in creating the commission and supporting its broader objectives, both the Big10 and SEC have hesitated to sign the participant agreement amid concerns over enforcement authority and potential penalties, including sanctions such as postseason restrictions.

The Oversight Fracture: What happens when the most powerful conferences refuse to recognize the new sheriff? We further examine the unprecedented consolidation of Multimedia Rights (MMR) giants—Learfield, Playfly, and TPG. As these companies integrate deeper into athletic departments, they are increasingly being labeled as “Associated Entities.” We’ll explain the legal implications of this classification and why the CSC is aggressively monitoring these services agreements for potential recruiting inducements. We’ll peel back the layers of “associated entities,” the reality of the $2.8 billion House payout, and the uncertain future of the CSC in a world where the biggest players are already looking for the exit.

MEET THE PANELISTS

MATT BROWN, Moderator; Publisher, Extra Points. Extra Points is a newsletter covering business, policy, and off-the-field issues in college athletics. Brown has covered NIL, athlete labor movements, college athletics legislation, NCAA governance, and other related issues for several years. Brown also created ‘Athletic Director Simulator 4000″, a simulation computer game used by thousands of college students to help demonstrate what running a D-I athletic department is really like. Prior to starting Extra Points, Brown ran college team site programming at SB Nation, and is the author of “What If? A Closer Look at College Football’s Great Questions.” Brown lives in Chicago.

ROBERT BOLAND, J.D., Professor of Law, Seton Hall University. A nationally recognized sports law professor and practitioner, Dr. Boland previously served as Penn State University’s first Athletics Integrity Officer, a role created after the Sandusky crisis. He has also led top sports management programs at NYU (2001–2015), as Academic Chair of the Preston Robert Tisch Center for Hospitality, Tourism, and Sports Management, and founding professor of its sports graduate program, and Ohio University (2015–2017), where he served as director of the MBA/Master’s of Sports Administration program. Boland is currently partner and co-chair of the Leisure, Hospitality, and Sports Business Service line at Shumaker, Loop & Kendrick, a top national sports law firm. He is a graduate of Columbia University, where he was a varsity football player and wrestler, and Samford University’s Cumberland School of Law.

KELSEY NICOLE NELSON, aka “KNN” is an award-winning D.C.-based sports journalist, educator and multi-business owner. She currently serves as a host and reporter for FOX Sports Radio, a studio host for the Atlantic 10 Conference, and a color analyst for American University women’s basketball. Nelson is also the founder, host and executive producer of “Listen In With KNN” podcast network. Her career includes work with NBC/Peacock, Bally Sports, the Washington Commanders, and The Draft Network, along with appearances on major media outlets across the U.S. and abroad. She is commonly seen on FOX 5 DC locally. The Heisman voter was named to Maryland’s Top 100 Women of 2025 and Leading Women Under 40 by The Daily Record.

BARBARA OSBORNE, J.D., Professor of Law, University of North Carolina at Chapel Hill. Osborne teaches sport law at the UNC School of Law and leads the Graduate Program in Sport Administration. Her research focuses on legal issues in college athletics and women’s issues in sport. Osborne also works as a Title IX consultant and expert witness and is licensed to practice law in North Carolina and Massachusetts. She has a BA (Communications, UW-Parkside), M.Ed. (Sport Management, Boston University), and J.D. (Boston College Law School) and through her career has worked as a college athletics administrator, coach, television sports commentator and public relations coordinator for a sport agent.

GRAHAM ROSSINI, Athletics Director, Arizona State University. Two-time ASU alumnus Graham Rossini was named Athletics Director on May 23, 2024. A veteran with over 20 years of experience in MLB and Power 4 sports business, Rossini led the Sun Devils through a historic transition into the Big 12 Conference during the 2024-25 season. Under his leadership, ASU captured the inaugural Big 12 Commissioner’s Cup, a prestigious honor recognizing the department’s success in fostering an environment that develops college athletes both on and off the field. During his tenure, ASU has secured multiple league titles and maintained its status as a national leader in academic achievement, consistently ranking among the nation’s best in Graduation Success Rate. Before ascending to the Athletics Director role, Rossini served as ASU’s Executive Senior Associate AD/Chief Business Officer and spent 13 years as Vice President for the Arizona Diamondbacks. A cum laude graduate of the W. P. Carey School of Business, he serves on the Big 12 Executive Committee and the Phoenix Local Organizing Committee for the 2026 NCAA Women’s Final Four.
